Mrs Lillian Saili Bwalya is the Director of Foreign Trade at the Ministry of Commerce, Trade and Industry – Zambia.
  • She is responsible for activities related to the WTO including the implementation of measures under the Agreement on Trade Facilitation;
  • She also oversees negotiations within SADC, COMESA, the SADC-EAC- COMESA Tripartite initiative and the African Continental Free Trade Area (AfCFTA) as well as engagement at bilateral engagement;
  • She coordinates Zambia’s engagement within the framework of the African Caribbean and the Pacific (ACP) – European Union Cooperation under the Cotonou Agreement, the African Growth and Opportunity Act (AGOA) and other preferential trade arrangements;
  • She is a focal point for Trade Capacity building projects within the Ministry, including the Enhanced Integrated Framework.
Prior to her current position, Mrs Bwalya served as First Secretary at the Zambian Mission in Geneva where she was responsible for World Trade Organisation, WIPO and UNCTAD related assignments, among others;
Mrs Bwalya also served as chairperson from the WTO Committee on Safeguard and the Committee on Sanitary and Phytosanitary measures.
